Problem with Layouts not Showing once Global Template Check Boxes are Ticked

Some deployed versions of Sitekit CMS show global templates in the design templates section, resulting in only the site layout being shown.

This is due to an incorrect entry in the associated database. For the full list of templates to be shown the proversion flag also needs to be set to true in the sitedefinition table. This only effects the layouts dropdown and not those for the contentlayout and CSS.
